EU leaders have agreed to start preparatory talks on the bloc’s relationship with Britain after Brexit. EU President Donald Tusk said leaders have given the go-ahead to EU preparations for the second phase of talks, despite the fact that not enough progress has been made on the terms of the divorce. However, the EU will not decide on whether to open the next phase of talks until December. German Chancellor Angela Merkel spoke optimistically on Thursday that a final agreement would be reached.
